Using our Systems Integration and Software Development expertise, we deliver on-line COTS, GOTS and custom applications and solutions using leading edge web technologies and best practices environments. Our Independent Verification & Validation (IV&V) practice incorporates strategy and process to ensure that complex programs deliver expected benefits on time. Our IT Support Services teams keep communications, systems and applications running smoothly, while ensuring requirements compliance.

Recent Awards: In October 2006, Washington Business Journal named McDonald Bradley 19th on their "Information Technology Employers" list. Also in October 2006, Washington Business Journal named McDonald Bradley as the region's 32nd "Largest Technology Employers."

In another recent list, McDonald Bradley was ranked as 30th in Deloitte's 2006 Technology Fast 50. McDonald Bradley was also named 401st in Deloitte's 2006 Technology Fast 500, an annual listing of the 500 fastest growing technology, media, telecommunications and life sciences companies in North America based on percentage revenue growth over five years.

In September 2006, McDonald Bradley's received an Honorable Mention for its Horizontal Fusion Federated Search project at AFEI's 2006 Excellence in Enterprise Integration Awards Luncheon. In January 2006, McDonald Bradley won two awards at the 2006 Network Centric Warfare (NCW) Awards Dinner. McDonald Bradley's Horizontal Fusion portfolio was awarded the First Place trophy in the category of Most Innovative US Government Program and Second Place for Best Contribution to the Development of Network Centric Warfare (NCW) Theory. This is the third consecutive year the Horizontal Fusion portfolio has received this prestigious recognition.

In October 2005, McDonald Bradley won GovCon's 2005 "Small Contractor of the Year" award. Also in October, 2005, INC Magazine listed McDonald Bradley as the 391st fastest growing company in the United States.

Kenneth R. Bartee, President

Thank you for visiting the McDonald Bradley website.

McDonald Bradley has fulfilled an exciting strategic drive that began in 1995. At that time, senior management began developing the basic framework for the kind of company we wanted to become. Building upon the foundation laid by Sharon McDonald and Jim Bradley back in 1985, we focused our efforts on the federal, state, and local IT services market. At the same time, we emphasized attracting and retaining the technical and management talent McDonald Bradley needed to become a leading solutions provider. Our continued focus on strategic planning and implementation has led to dramatic improvements and changes in our culture and services. Yet McDonald Bradley's initial premise lives on: providing the best possible service to our clients and a rewarding professional environment for our Associates. We celebrate teh close of this journey and begin a new journey as part of ManTech.

As President, Kenneth Bartee oversees the long-term strategic direction and the daily operations of McDonald Bradley, Inc. Since joining McDonald Bradley in 1994 as Vice President, Finance and Administration, he has increased revenues tenfold, earning it recognition as one of the fastest growing company's in the DC area for the past four years and one of the leading providers of technology services to the Government. In 2006, McDonald Bradley was recognized for the 4th time in 5 years as a Deloitte Touche Fast 50 company in Virginia. McDonald Bradley was recognized in 2005 by The GovCon Council as the Government Contractor of the Year.

Mr. Bartee develops and implements McDonald Bradley's strategic plan and directs all technical and business development activities. During the past five years, he successfully completed four acquisitions that have expanded McDonald Bradley's core competencies and client base. In 2003, he led the successful management buyout of McDonald Bradley from the principal owner and founder.

In the past two years, Mr. Bartee won recognition as a finalist for Ernst & Young's Entrepreneur of the Year and as a finalist for Fairfax County Chamber of Commerce Government Contractor Small Business Executive of the Year. In October 2005, James Madison University honored him with the Inez Roop Alumni Service Award for his outstanding university support. Fairfax Inova Hospital for Children has recognized his support to the Teardrops to Rainbows charity that provides critical support and upgrades to the pediatrics oncology unit on multiple occasions.

Mr. Bartee's career spans more than 24 years in the information technology sector and includes executive positions at such companies as Computer Sciences Corporation, Innovative Systems Solutions, PSC, and General Electric. He currently serves as the Chairman for the Executive Advisory Council for James Madison University's College of Business. He has a BBA in Information Systems from James Madison University, an MBA from the University of Colorado and CPA Certification in the state of Virginia.

Gail Rissler, Executive Vice President and Chief Strategy Officer


As Executive Vice President and Chief Strategy Officer (CSO), Gail Rissler serves as McDonald Bradley's Strategic Management Executive leading and implementing company growth initiatives, strategic plans, communications, and marketing strategies. Ms. Rissler leads and executes strategic business growth through organic business capture and mergers and acquisitions. Her responsibilities include defining, evaluating, and driving enterprise marketing strategies across McDonald Bradley's Business Units with focus on large opportunities and strategic initiatives.

Ms. Rissler began her career working for the Department of the Army and transferred to private industry to lead technology implementation for large-scale Defense and Civilian programs. Prior to joining McDonald Bradley in 1995, Ms. Rissler worked for Centech Group, Inc., Statistica Inc., and Advanced Technology, Inc.

Ms. Rissler has more than 25 years of managerial, technical and analytical experience in systems design, development, and implementation. She holds a B.S.P.A. in Public Financial Management and Management Administration and a M.P.A. in Public Financial Management from Indiana University. She is the Women in Technology (WIT) Vice Chair for Technology and serves on industry and community boards including the Board of Directors for the National Defense Industrial Association (NDIA) and the Board of Trustees for the Fairfax County Adult and Community Education Training and Scholarship foundation. She is also a board member and regular panelist for the annual PM Summit conference speaking on large program risk reduction and program management.

Mark Day, Chief Technology Officer


As Chief Technology Officer (CTO) of McDonald Bradley, Mr. Day is responsible for creating and implementing McDonald Bradley's technical strategy across all business units, ensuring alignment with federal IT plans and policy.

Mr. Day has more than 27 years of experience in managing large, highly complex organizations at both the Federal and State Government levels. He has worked with the highest level political and career appointees internally within the Government, and externally with Congress, OMB, state and international governments and industry.

Prior to joining McDonald Bradley, Mr. Day was the CTO of the EPA since 1999, where he was in charge of the agency's $180+million "Fee for Services" IT program. During his tenure, he created and managed the overall IT infrastructure and cyber-security program for the agency. Mr. Day oversaw development of all IT policy, business, and operational plans. Mr. Day also served as the Deputy CIO, and as Director of Technology Operations and Planning. Prior to this, he served as Acting Director of the Office of Information Resources Management at EPA and director of planning. Before joining EPA, he held the position of Chief Information Officer at the Missouri Department of Natural Resources, Division of Environmental Quality, for several years.

He is currently an adjunct professor of Information Management in the Masters Public Administration Program at George Mason University. He is a board member of the Association For Federal Information Resources Management (AFcompany) and a former member of the Information Technology Review Board (ITRB), where he provided peer reviews of major system initiatives at various agencies at the request of OMB.

Mr. Day has a BA in History and Political Science from Southwest Baptist University in Missouri, holds certificates in GIS technology, and has several publications to his credit.

Rafael J. Dominguez, Senior Vice President and Chief Financial Officer

Rafael J. Dominguez (Raf) has been a leader in the information systems and services market sector for more than eighteen years. Since joining McDonald Bradley in April 2002 as its Chief Financial Officer and Senior Vice President, Mr. Dominguez has successfully led the company's finance, accounting, and contracts groups, including the corporate information technology group and facilities/general administration area. He also leads the Company's M&A strategy and implementation; including the three most recent acquisitions and related financing. Mr. Dominguez was also instrumental in the development and implementation of the management buy-out of McDonald Bradley in 2003 from the principal owner and founder.

Mr. Dominguez has assisted in the development of the corporate vision and strategy that will provide the focus for the company's continued growth. Under his guidance the Company has grown at a compounded annual growth rate (CAGR) of 35%, with the needed corporate infrastructure to continue scaling. In the past two years, Mr. Dominguez has won recognition by being nominated for CFO of the Year, awarded by the Northern Virginia Technology Council.

Prior to joining the firm, Mr. Dominguez gained progressive financial business experience in the areas of equity fundraising, accounting, treasury, tax, and mergers and acquisitions. Most recently, he was Senior Vice President and Controller at FutureNext Consulting, Inc. Previously, he served as a Senior Principal at American Management Systems, overseeing the technical SEC accounting group and the corporate investor relations department. He started his career in Public Accounting and then at Marriott International. He has a B.S. degree in Accounting from the Business School at the University of Maryland. He is also a member of Financial Executives International.

Debra Stouffer, Senior Vice President, Civilian Solutions Group

Debra Stouffer, Senior Vice President of McDonald Bradley Inc.'s Civilian Solutions Group, is responsible for McDonald Bradley's Civilian, Homeland Security, and Law Enforcement Government clients. Her responsibilities include business development, profit and loss management, strategic planning, staffing, client relations, quality assurance, technical direction, and group operations. In her role at McDonald Bradley, Ms. Stouffer is directly accountable for her business unit's financial, contractual and operational results. She oversees corporate technical initiatives including the Enterprise Management & Governance Core Competency.

Ms. Stouffer, a 30-year IT veteran in the public and private sector, is a recognized "thought leader" with a solid record of achievement in leading large-scale, enterprise-wide IT programs. She is well recognized in the area of business performance improvement by both industry and government executives. Prior to joining McDonald Bradley, she held private sector positions as Senior Vice President at Digital Management and Vice President at BAE Systems Information Technology. As a senior government executive, Ms. Stouffer served as the CTO at the Environmental Protection Agency and as the Deputy Chief Information Officer at the Department of Housing and Urban Development. Ms. Stouffer was an active board member of the federal Chief Information Officers Council and was a key contributor to Office of Management and Budget IT initiatives, especially the establishment of the Federal Enterprise Architecture.

John Sutton, Senior Vice President, Advanced Programs Group

As Vice President of the Advanced Programs Group, Mr. Sutton leads McDonald Bradley's business in the Department of Defense and Intelligence Agencies and holds profit and loss responsibilities. He manages the group's technology, strategic planning, business development and operations. He has 21 years of expertise in managing and growing federal technology business while building company and shareholder value.

Prior to joining McDonald Bradley in 2004, Mr. Sutton was Vice President for Uniformed Services at Integic Corporation delivering workflow and portal solutions to the military. Prior to Integic, Mr. Sutton was Vice President and General Manager of GRC International's Applied Technology Business Unit serving C4ISR customers, where he led 600 professionals and delivered $98M in annual revenue. Prior to GRC International, Mr. Sutton was with PRC Inc. where he executed, and managed contracts supporting integrated weapons and shipbuilding programs for the Navy.

A former U.S. Merchant Marine officer, Mr. Sutton has a BS in Marine Transportation from the Massachusetts Maritime Academy and an MBA from George Mason University. Mr. Sutton has served on the Advisory Boards of the George Mason University School of Management, Blue Canopy LLC, and the Government Electronics and Information Technology Association.

Kathleen Ferris, Vice President Human Resources



As Vice President of Human Resources, Ms. Ferris directs all areas of the human resources department including recruiting and staffing, workforce development, employee relations, organization development and change management, benefits administration, and compensation. She participates in the annual strategic planning process and is responsible for short and long-term goals for building and deploying an effective workforce. Ms. Ferris is a Senior Professional in Human Resources (SPHR) and has extensive experience in developing and implementing strategies linking people to business goals.

Before joining McDonald Bradley in July 2004, Ms. Ferris spent eight years at American Management Systems (AMS), Inc. At AMS she was the Human Resources Strategic Business Partner for the Public Sector Group where she was responsible for developing and driving the people agenda in support of the business strategy for a $650 million business unit. Prior to AMS, Ms. Ferris held various HR positions at Northern Telecom, Computer Based Systems, Inc. (CBSI), and BDM Federal. Ms. Ferris received her Bachelor's degree in Journalism from the University of Maryland and her Master's degree in Management for Organizational Effectiveness from Marymount University.

In the Community

Teardrops to Rainbows



McDonald Bradley has a long history of supporting local charitable institutions and selected Teardrops to Rainbows as its exclusive focus in 2005. In 2005, McDonald Bradley raised more than $50,000 for the charity. In 2006, we increased our fund-raising goal to $75,000. This year we are looking to raise another $75,000 for the organization. We will reach this goal through multiple fund-raising activities, our major one being our Annual Client Golf Invitational, and through employee payroll deductions.

Teardrops to Rainbows, a 501(c)(3) organization, was created to improve the quality of life for children with cancer and their families. Specifically, the organization strives to help families stay connected and better manage their daily routines and household responsibilities while supporting a cancer-stricken child. They do this by providing financial assistance to cover services such as childcare and housecleaning that make more time available for parents to devote to their sick children and their siblings. They also assist with expenses such as cell phone service to improve family members' ability to stay in touch with each other and Internet service that may be used for communication, medical research and access to other information. The organization also sponsors social activities that help to bring affected family members together. Teardrops to Rainbows is specifically focused on helping pediatric oncology patients undergoing treatment at local area hospitals such as Inova Fairfax Hospital for Children and Georgetown Hospital.

Additional Charitable Support

Some of the more recent events we have sponsored/contributed to include, The Walk for Shea, Help the Homeless Walk, County of Fairfax Foster Care, Northern Virginia Cued Speech and the Alzheimer's Association Memory Walk.

 

Adult and Community Education (ACE)

McDonald Bradley is a financial sponsor for the Fairfax County Adult and Community Education (ACE) Training and Scholarship Foundation. Additionally, our CSO serves on the volunteer Board of Trustees. The ACE Training and Scholarship Foundation provides assistance for two under-resourced constituencies. First, scholarships are provided for adult students living or working in Fairfax County whose household income is between $30,000 and $60,000. These students are virtually ineligible for other grants, scholarships or special targeted programs, yet their incomes prevent them from pursuing career advancement or retraining to stay employed as their field changes with new technology. Second, loans are provided to small trade, technology, and service businesses in support of employee development, certification, and/or retraining so that these business can continue to prosper.

American Cancer Society Relay for Life

McDonald Bradley is a financial sponsor of the Relay for Life, and our Associates participate in the relay each year. The Relay For Life is a community-based overnight event designed to celebrate survivorship and raise money for the American Cancer Society. During the event, teams of people gather at schools, fairgrounds, or parks and take turns walking or running laps. Each team tries to keep at least one team member on the track at all times. Relay For Life events are held in thousands of communities across the country.

Avon Walk for Breast Cancer


A number of McDonald Bradley Associates actively participate in the Avon Walk for Breast Cancer; McDonald Bradley was also a financial sponsor of the walk. In the first two years, the Avon Walks have raised more than $60 million. The funds are awarded by the Avon Foundation for breast cancer medical research; clinical care; screening and diagnosis; support services; and education. But there is much more to be done, and many more lives to be saved.

McDonald Bradley is a financial supporter of Fairfax County's Foster Care Program. This program provides safe, alternate family care to children temporarily placed outside their home as a result of abuse, neglect, or serious family problems.

Help the Homeless Walk

McDonald Bradley supported the Help the Homeless Walk at Virginia Run Elementary School in Centreville, Virginia this year, as well as the National walk in Washington D.C. The Help the Homeless campaign raises awareness of and funds for Washington, D.C. metropolitan-area beneficiary organizations that are working to prevent and end homelessness.

Helping Children Worldwide

McDonald Bradley is a supporter of EveryChild - Helping Children Worldwide. EveryChild supports children worldwide; every day over 30,000 children die from preventable causes. Across the world 145 million children do not have the opportunity to go to school and 246 million have to work to survive. Children are being abused, exploited, or forced to live in appalling conditions that we can barely comprehend. They are victims of poverty, locked in a vicious cycle with little hope for the future. But EveryChild is fighting to change this.

IT Consulting Award

On April 5, 2006, Kathleen Ferris, Vice President of Human Resources for McDonald Bradley, Inc., and Lauren Cullumber, Marketing Communications Coordinator for McDonald Bradley (JMU Class of '03) awarded the Fourth Annual IT Consulting Award to rising seniors, at the James Madison University's College of Business Annual Awards Ceremony.

The IT Consulting Award recognizes one outstanding team from the Information Technology Consulting class. In addition to a trophy given by McDonald Bradley, each member of the team is awarded a $500 scholarship. This year's team submitted the winning proposal in response to an RFP from the Department of Homeland Security proposing a way for the Department to share information across their agencies. This year's award recipients are Jennifer L. Weidman, Nathaniel M. Liberati, and J. David Parker.

James T. Bradley Memorial Scholarship

The James T. Bradley Memorial Scholarship was also awarded at the JMU Awards Ceremony. This scholarship is awarded to a woman majoring in information technology; the award criteria include academic achievement, creativity, and community service. The award includes a $1,500 scholarship towards next year's tuition costs.

This year's winner of the James T. Bradley scholarship award is Karin E. Mimm, a rising junior. Karin, a Business Administration major with a concentration in Computer Information Systems, maintains a 3.37 GPA. In addition to her studies, Karin has been an active volunteer in a number of activities including the Cystic Fibrosis Golf Tournament, Adopt-a-highway, and as a Candy Striper for Potomac Hospital in Woodbridge, Virginia.

This award continues McDonald Bradley's contributions to education through scholarships at the collegiate level as well as at through Fairfax County Adult Education and through local school programs.

Jim Bradley was the co-founder in 1985, with Sharon McDonald, of McDonald Bradley. Jim was known for his wit and easygoing personality and was instrumental to the early success of McDonald Bradley. Jim passed away in 1992 from cancer.

Annual Multiple Sclerosis (MS) 150 K Bike Tour

McDonald Bradley's "Bike Buddies" Team is participating in the MS150K Bike tour again this year in support of the National Capital Area Multiple Sclerosis Society’s (NMSS) efforts to fight MS.
McDonald Bradley is a financial sponsor of the150 K fund raiser. McDonald Bradley Associates have actively participate in this tour for a number of years. This past season about 100,000 cyclists raised $46.7 million to fund the fight against MS. Participants walked and volunteered at five different sites around the Washington, DC area to raise funds to benefit the MS Society.

Multiple sclerosis (MS) is a chronic, often disabling disease that attacks the central nervous system. Over 300,000 Americans have MS, with nearly 200 new cases diagnosed every week. Counting family members and those who care for people with MS, the disease impacts more than one million people.

The Northern Virginia Cued Speech Association

McDonald Bradley is a financial supporter of the The Northern Virginia Cued Speech Association (NVCSA). The NVCSA provides "Advocacy", "Education" and "Support" for families and professionals who choose to use Cued Speech with deaf or hard of hearing children.

The mission of "Advocacy" is two-fold. First, the NVCSA advocates the use of Cued Speech as a viable tool for teaching the spoken language of the home to children who are deaf or hard of hearing. Second, the NVCSA helps families advocate for Cued Speech within the framework of the child's individualized education plan (IEP) by providing the information and research findings to validate the parents' choice.

"Walk for Shea"


McDonald Bradley is a financial sponsor of the "Walk for Shea;" a number of McDonald Bradley Associates also participate in the walk each year with their children. Shea is a young girl who has Spinal Muscular Atrophy (SMA). Each year all proceeds raised in the "Walk for Shea" are dedicated to research for this disease which has no cure to date. One in every 6,000 babies is born with SMA. Furthermore, one in every 40 people carries the gene that causes SMA. That means the child of two carriers has a 1 in 4 chance of developing SMA.

The McDonald Bradley Fall Link was held at the Ritz Carlton at Tyson's Corner, Virginia, on Tuesday, October 30, 2007. The LINK is held twice a year. The underlying theme of the Link was Community Service and McDonald Bradley recognized its associates who provide service to the community. During the “social hour,” from 5:00 to 6:00, displays were posted in the cocktail area highlighting many of the community service projects our associates are involved in. In the meeting hall a video was played, again highlighting all the activities and charities our associates are involved in; the video showcased the broad range of charities our associates are involved in and it truly did bring to light the fact that our associates, and our company have a large impact on the community; more so than one realizes. Special recognition was also given to our men and women in uniform - both currently serving their country and those who have retired from service. A number of associates were recognized for Five Year, Ten and Fifteen Year Service awards.

McDonald Bradley hosted a wonderful family picnic on Saturday, June 23 at JR Festival Lakes in Leesburg, Va. The weather could not have been better; it was a beautiful day– 78, sunny and breezy. Approximately 300 employees and their families came out to enjoy the day.

7th Annual Golf Tournament

McDonald Bradley, Inc., sponsored the 7th Annual McDonald Bradley Client Golf Invitational on Tuesday, June 12th at the Lansdowne Resort in Virginia. For the third year in a row, all proceeds from the charity tournament was donated to Teardrops to Rainbows, a local organization that provides services to improve the quality of life for children with cancer and their families. Over $30,000 was raised at the tournament.

McDonald Bradley's Professional LPGA Tour representative, Angela Stanford hosted the tournament. This was her third year participating in the Company’s Golf Invitational. Angela was a member of the US Solheim Cup team, a position she hopes to return to in 2007.

The McDonald Bradley Spring Link was held at the Ritz-Carlton in Pentagon City, Virginia, on April 18, 2007. The LINK is held twice a year; McDonald Bradley invites all it's associates for an evening of socializing and the opportunity to communicate on the state of the company, communicate information on some of our current tasks and areas of interest, recognize some of our associates for their contributions and identify ways to improve the company. There were a number of 5 Year and 10 Year Anniversary Awards given out at the LINK. Three projects were recognized for their outstanding team accomplishments.

McDonald Bradley hosted its annual holiday party for employees in January this year. The party was held at the Westfield Marriott in Chantilly, Virginia on January 20, 2007. Cocktails and hors d'ouevres were served from 6:00-7:00, followed by a sumptuous dinner. Dance music was provided by the legendary "Swiftkick." A number of prizes were handed out, from gift certificates to area restaurants, ipods, ipod videos, DVD players and a grand prize of $1,000 cash!

6th Annual Golf Tournament

      

   
 

The 6th Annual MBI Client Invitational Golf tournament took place on Monday, September 11th at Stonewall Golf Club at Lake Manassas in Gainesville, Virginia. Approximately 100 clients, vendors, and MBI Associates participated in the Invitational. PGA and LPGA Professionals Kris Cox and Angela Stanford hosted guests on two different holes. Per tradition, McDonald Bradley used the Invitational to gather donations for its corporate charity, Teardrops to Rainbows. All proceeds from the golf tournament will be donated to Teardrops to Rainbows, a 501(c)(3) organization, created to improve the quality of life for children with cancer and their families. This year the Invitational raised over $24,000, an increase of $10,000 from last year's Invitational.

McDonald Bradley hosted a "Win" party at Bailey's Pub & Grille in Arlington, Virginia, on Thursday, May 18, 2006. McDonald Bradley hosts the Win party each year to celebrate the proposals that have been won thorough out the year. This year's theme was "College Sports" and everyone was encouraged to wear their favorite college attire. Many of the local Virginia & Maryland colleges were showcased. The associates enjoyed playing darts, pool and shuffle-board. Ken Bartee, McDonald Bradley's President & CEO, and all the VP's dressed as referees. Each of the proposal teams was recognized and given "special" awards for their efforts.
